MINUTES OF THE PUBLIC MEETING OF MAY 24th, 2005

Called to Order at 7:30 PM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip R. Lindquist, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7:45 PM  Notice of Intent for the construction of a 17,000 sq. ft. office/warehouse with associated site access, grading and utilities on the existing vacant lot at Industrial Blvd., Map 59, Lots 17-7 and 17-8 for Jack McGrail, J & G Mgmt., LLC, 162 Industrial Blvd. represented by Coneco Engineers & Scientists, 4 First St., Bridgewater, MA  02324  (DEP #175-0466)  (New Hearing)

David Harris read the Public Hearing Notice and the abutters list was verified.  Richard Lewis of J & G Management made the presentation.  Jack McGrail,  the owner and Joe Harnois from Coneco Engineering also attended.  The wetland line had been approved previously through an ANRAD.  The proposal calls for a 17,000 sq. ft. industrial building to house up to four tenants.  The building would be accessed from Commercial Way with a 360-foot driveway to a 25-space parking lot.  All runoff would be captured on-site into two drainage easements. The slopes will be stabilized with rip-rap.  Haybales and silt fences are also proposed. A portion of the driveway extends into the 95-foot no disturb industrial buffer zone.  The applicant was advised to submit a Request for Variance from the By-law.    Ms. Delaney suggested that detail for the crushed stone driveway is shown on the plan and that a NPDES (National Pollutant Discharge Elimination System) permit is applied for through the State.

8:00 PM  Abbreviated Notice of Resource Area Delineation to determine the accuracy of a wetland delineation at Independence Avenue, Map 74, Lot 4A-12 for Roy Vinton, S & V Realty Trust, P.O. Box 308, Bryantville, MA represented by SITEC, Inc., 12 Welby Rd. New Bedford, MA  (DEP #SE175-0465)  (New Hearing)

Craig Nicholson read the Public Hearing Notice and the abutters list was verified.  Chris Capone, a Wetland Field Scientist for SITEC Engineering presented a revised plan reflecting changes to the flagging suggested by the Commission’s consultant, Dr. Walter Hewitson.  It is a 19-acre parcel that is mostly wetland with a small upland area.   Mr. Lindquist read the abutter list.  Three abutters were present:

Anthony Sacco, 557 High Street – no comments  
Phil Sacco, 569 High Street – no comments

Appointments

8:15 PM  Appointment with Ed Tyler of 25 Commons Lane

Mr. Ed Tyler submitted a building permit for an in-ground pool.  Ms. Delaney had asked him to meet with the Board to discuss his options.   Mr. Tyler was advised by the Commission to propose a Notice of Intent with engineered drawings and ask for a Request for a Variance from the By-law.  

 Mr. Alan Clemons had recently submitted an incomplete Notice of Intent to clean up an area behind 1125 Main Street.  Ms. Delaney recommended Mr. Clemons present the project as a resource improvement, provide a detailed description of the activity, show the limit of work on the plan and have the wetland flagged by a botanist.
